Uh… I got a situation…
This night I used some-ones server to drop some gear.
Deleted save.
Begin new character.
Get to server, pick stuff up.
Did first mission…
Just now i went in, got my first level and skill point…
I cannot use it?
My WHOLE SKILL tree is filled in???
Thus active?
is this a bug?
OMG. Insane.
Normally you can only spend 30 skill points maximum.
I’m not sure if I would see this as a negative bugg thow 
I mean, being able to use all maxed up skills is quite an advantage.
You have the best aim, you can run the fastest, have the best armour, etc…
But to answer the question: Yes, most definately a bug I believe.
I consider trying out if the skills are actually active however.
I mean, does it feel like you have faster running speed.
Does it feel like your aim is more steady and more centered with SMG fire,
etc… Just to be sure they are not simply visually filled up with no actual effect to them.

I mean, what do I work for now?
Sure, I can LEVEL up, but… WHY?
This basically killed the game for me, as all goals are completed.
In a way, the game played itself?
As, the skills, is what you work for, correct?

But hey, See it this way,
I’m at level 30 since a few days now.
In my game also - all actions from now on -
give me no extra advantages. I can do wathever I want,
kill the toughest ennemeis or have the best amazing killstreak ever,
they still wont do me no good as all XP gain stopps at level 30.
However, I understand you want to earn you skillpoints.
I think there is no other option as to deinstall it once more unfortunately.
It was true misery just to bring it all over…
I had 2 inventory bars less (also a skill thing), so had to leave a few goodies behind…
Not gonna do THAT again…
Hmm, this gives me the feeling that - although in your skill tree list it seems that you have all the skill- that in reality you have not. B’cause if you had all skills - than you would also have the 4th and 5th inventory row available. So one more reason to deinstall and start over. Cause if you can not spend any skill points to get the real skills you will be stuck with only 3 inventory bars from now on. Thats no fun gaming mate.
But I DO now…

I though you said that is was tough retaking your loot
to your new character since you now had limited inventory space
causing you to leave stuff behind. My bet.
Well, If you want to earn those skillpoints you’ll have to deinstall I’m affraid.
If you can live with it (as I said, after level 30 there is nothing more to gain anyway)
you can simply keep the character and benefit from all perks in the skill tree.
Up to you how you want to play it
It was, left 2 loot rows behind.

By the way, have you tried to create a second character?
Maybee this second characters skill tree is empty, enabeling you thus
to earn your skill points still.

Although, be carefull, if this goes wrong it could be you loose all the loot
you have tried to save previously.
Yep, empty, did first mission, works normally,
But i am not going through the put it all over process again…
I understand. Well, get the fast running perk as fast as you can
(if you like) and make your way to the most important safe houses once more.
(Like I had to do after uncovering 80% of the map)
I mean, what important stuff could you have?
The .50 BMG (Go to the lighthouse once more)
Some .50 BMG ammo - Run to the airfield bunker.
etc…
God, this is shitty I know. But has to be done I guess if you dont like
the filled up skill tree aspect of your character 1.
This sucks mate, I know.
But hey, we are fighters are we not?
I went back to my “cheat” fella, he has all these nice goodies…
Not the best, mind.
A “good .44”, “Good Automatgevar”, “Exceptional .50”, and since earlier today a “Special HP5”.
I got nice scopes, nice barrel stuff, nice scope enhancers, …
I do not want to just leave it behind, you know.

The best weapon cathegory I’ve found so far is purple.
Don’t get where all these people get their golden weapons from.
