Killed 8th Rival in Farmlands and almost immediately, one of the Russian Wolfs replaced it so we’ve got 8 Rivals again, which prevents Reaper to spawn.
Is this intended?

Yes they are supposed to become rivals.

It is still a random chance the Reaper will respawn into a region over level 21 with 7 rivals. Of course the higher the score the greater chance of a rival paying a visit.
So in your case random chance selected a Soviet rival spawn rather than a Reaper. Think I have about eight now scattered over three regions.
