I took a break form gen zero and I am wondering whether ps4 base-building has arrived.

Baebuidling is on PS4 if you have downloaded and installed the Resistance patch. The only platform that does not have this patch is Xbox, as the cert process has had some issues.
Most questions like these can also be answered by going to the official Generation Zero website and looking through the official dev letters.
