I think rain should come with some minor benefits, the idea is to increase rain time as well as when it rains the machines (some of them) would glitch out because the assumption may be that they are not waterproof, some electronics. For example they are taking longer to find you when entering combat, the detection is very poor unless you still ride motorbikes. The glitches focus on sensor malfuctions.
The rain already affects the machines sensors. They can’t see or hear as well.
