Blocked from proceeding in this bunker
You don’t need to go through there to complete the missions associated with the bunker.
The large locked green doors that you also meet around there can be opened once you are in the process of completing the appropriate mission.
I suspect that partially shuttered area may lead to something new when additional content is released
