Basically it seems if you are in a group of 2 or more the hunter is not spawning and after following all the mission quest it stops at “Kill the hunter” … Though no where near a hunter spawned … I managed once in my game to get him to spawn but we have not managed to get the mission finished for any of my friends because it never spawns for them
So after more testing … the hunter not spawning seems to be related that you play with people in coop … if the player starts the mission and gets to the spot alone without anyone else in the session the hunter seems always to spawn actually

I know I’m responding to a post 2 years ago. But I’m playing the game in 2021. I am doing a single player run cause my internet is shit. And the hunter does not spawn for me in singleplayer.
I’m playing it on Game Pass through cloud on PC and as well in single player mode and the hunter isn’t spawning for me even after quiting and going to the mission area again - simply no hunter for me… the quest marker for the hunter points to one of those two cars on the parking lot just outside the castle (I think that it’s the car where quest objective got actually changed to “Kill the hunter”)… I had the same problem with quest right at the begining where you are sent to the lumber yard to kill 2 runners and those didn’t spawn for me either but restarting the game fixed it, but not this time…
I’m pretty sure that in both those cases I’ve aproached the mission area from not exactly the expected way but that could be just a coincidence…
