Trying to build a FM Tel station, but that’s not possible:
What’s the reason of this and/or how can I proceed with this (or not…)?

If that’s not the case, try restarting the game.

Sometimes it has been reported, that the game counts them together with other bases.
That’s why I said, restart the game and try again, that often helped.
