I just bought the Soviet pack. Does that mean I will have its weapons in my inventory or does it mean I will be able to loot them ? My PS4 says the pack is installed, but I don’t see any of its weapons.
check your plundra should be there
3c versions of every gun and attachment should be in your plundra. Ammo for the AT-WAD as well.
You can find better versions, or worser versions, by looting enemies.

Normally when buying a DLC on PS, all you need to do is restart your game for the DLC to come into effect. Restarting the PS itself shouldnt be required, unless something changed.
Just the game wasn’t enough. Had to restart PS as well. Only then did I get message that said your DLC can be found in your storage box. Anyways: thnx, m’droogs !
