When my friend and I would enter a bunker the “dogs” outside would shoot at the ground and annoy us and we would have the detection UI up the whole time we were in the bunker.

Same for me. I just started ignoring it but I can totally see the frustration. Now I just listen for the tick sounds and ignore the UI while in bunkers.
I know this is an old post but this is still annoying
I got stuck in a long battle recently because the enemies outside the bunker detected me. I was wanting to fast travel away but couldn’t because I was in combat.
I can confirm this issue still happens on XBox too. It definitely occurs in the Uttern bunker. Not sure about the other bunkers though.
Still an issue. 
Yup, I had this happen at the first or second bunker. When I went outside there was a literal HOARD of them. It had to be 20+ dogs and 5+ seekers.
