Experimental weapon changes?

Hi I am almost at level 25 and I was wondering how to get experimental weapons, as some people have said they are easy to get and others have said they are very rare?

I believe you must be above level 25 and kill rivals at or above level 3.

If youre on PC i can drop you some exp weapons :slight_smile:
