PS5 here, I didn’t notice it until this week when I started actively farming Threat, but yeah, every single Harvester drops a 4 Crown AG4. I haven’t checked whether Rival Harvesters do.
At least it will end with the next update.
one of the game devs mistakenly added extra 0 to that percentage, it suppose to be 10% not 100%, 
, however not really a big dill, accidents happen, and its not a glitch that should ruin fun of gameplay, just scraping 4 weapons parts
