More bikes … I will say E.T., that came out in 82 so why no BMX bikes … something that could ride up hills a little easier than a “Shopper” bike, the bike is nice but a little variety would be cool.
Any chance of small mopeds and or the ability to hot wire a car, teens in the 80’s had access to cars probably more so than automatic weapons and an interest in looting dead bodies. Mopeds and cars would be limited to petrol so only travel for a KM or so and draw a HECK of a lot of attention.
The ability to shoot out lights (House and street lights) - maybe giving you a bonus to visibility/stealth
Rail - if we could expand beyond the archipelago then it would be cool to see rail features, (tunnels, rail bridges and yards) choke points and the ability to make tunnel or bridge bases would be cool … these abandoned places would make cool industrial zones to wander around
Boats, either row boats to travel along the coast or hop from one island to another or maybe the ability to wander round an abandoned ferry or the like, taken over by bots would make an idea for a new “Dungeon”

Ranger - Could, forage for food and provide a source of healing, also they could maybe traverse off road or up hills a little quicker/easier than none trackers, or make less sound, the ability to get an idea how far the route marker is so you know how far you have to go to reach the target, create small traps that can trigger gas canister explosions with trip wires etc, good for base building.
Tech Geek (Electrics) - has the ability to hack computers for information about the back ground of the story, bots or current quest or get tech parts to build other stuff (signal jammers improve range of field radios, create alarm systems that can be used in base protection and even get bonus’ to EMP Devices etc, this character tree could have the ability to hot wire cars as its ultimate goal
Yes, this would be nice. Some more different vehicles. I already suggested a skateboard and ski (last one for alpine unrest dlc).

There are some rails in the mountain region… But I think you mean more. Would be great with some handcarts (draisine) for travelling along.
To your ideas for the skill tree:
A very good point in your suggestion would be special construction / crafting recipe per specialist, that makes it harder to decide, which way to go on the skill tree. But there must be a real benefit.
Combat: craft sticky grenades, build 1 autoturret, weapon weight reduced by 10% Support: craft ammoboxes, build traps (mines, proximity-bombs of gastanks/fuel pods), ammo weight reduced by 10% Survival: craft adrenaline or medikit-boxes, build a “run-by-health-station” or a cover/shelter, health-kits weight reduced by 10% Tech: techview-upgrade for all scopes, craft emp-ammo (chance of emp-effect like exp klauke), build traps (proximity-emp-bombs), ability to hack a runner that follows you for a few hours, or a build a “stealth-generator” that uses an eletromagnetic field to fool the machines sensors in a short radius, battery/emp weight reduced by 10%
I think that a car that whould only travel one kilometer whould not be worth using, you can run that bit with no petrol. You can shoot out street lights but some of them you cant do this with. I think the islands are too small for railway, like it makes much more sense to not have a massive railyard in some small groups of islands. Boats i do not think is good, why do we need it? there are brigdes and already a ferry to himfjäll so i dont think we need it and we spend most of our time on land.
And the skill tech is not good because whouldnt every player be able to get to know the story? You said it whould get the player information about the machines, whouldnt everyone be able to get this information
