I did actually find it after Flick said it was in a house. I just decided to not leave the houses until I found it. Of course it was in the last house I chose to painstakingly search. I’m not really sure why I didn’t find it the other times. I creep through inch by inch in every new house pointing in every direction. I had already done that four or five times somehow missing it. With the assurance that it was in fact in one of the houses though I somehow succeeded with that confidence.
Not a bug. You need to shot it and enjoy the fireworks.
Sometimes items spawn in real late when (after) you enter a building. And usually outside your field of view. So it probably can happen that it pops in when you leave a room where you looked at everything.
