Go through the next door into the building, down to the basement and follow the way over to the other building. Now go up the stairs and collect the gnome.

You can simply collect a gnome by shooting it!

I know, but he wanted to know how to reach the gnome.
Btw that don’t just counts for the gnomes, but for all collectibles. One of the dalahorses or bottles even wasn’t reachable for me on normal ways, just by shooting at. Maybe now, with the tactical shield, it could be possible… Or at least with some other players that build a stair by standing on each other.
