I cant open mission. It does not appear on compass or map, and i cant open it from side missions list.

Have you tried to restart GZ?

It’s part of the procedual mission cycle.
There are about 6 (?) types of side-missions that change each week.

If there currently isn’t the week for “high value target”, then you have to wait for it.
