How to start the "The Response" + "Stalemate"-Mission?

On wiki i see the Missions “The Response” and “Stalemate” but i dont have them on my Log…

Its found on the pier, in the harbour. Sadly I don’t have the coordinates to provide today.

You won’t get all the side missions from the hotel’s warboard, instead, you need to go out and look mission starting items from the world, just like it is in vanilla game.
