Every time I go around the north side of the starting position for any save the hunter I encounter is always stuck between two rocks and will not budge making combating him difficult if you have no flares and explosive tanks so early on in the game. Not sure why he is stuck, just that he has been this way for the past seven saves going back an entire year.
I approached this hunter from the south and it didn’t seem so stuck from there. Followed me quite a distance before I could persuade him to take a little rest.
I always approached this hunter from the north. Perhaps that is important? I never tried from the south, always looped around after getting the sniper from the side mission.
Maybe they were on a road trip or perhaps they were transporting a hunter back to see its damage and see how powerful you are and they selected at random which one to bring back
