You can still try to jump and press the button for looting if you’re in the water for about a second. If you’re close enough you can loot it and immediatly respawn at the cliff/shore.
Yeah, I did that. He’s too far out there… 
Perhaps try a motorbike if you can get a good runup on it!

The church in the northern part of marshlands would be a great place to try the motor bike. One of the two tanks close to the lake will fall in from time to time and the lake sides will put the tank just out of “normal” jumping range.
