Message: Your connection to the network has been lost

I have been experiencing this issue since I first started playing 12+ months ago.
System console info Xbox One S
OS version 10.0.19041.4172
rs_xbox_release_2008.200921-1330
shell version : 1.0.209.404

I turn on console
I am connected to xbox live
I select Generation Zero
Game goes through usual startup process
Then I get the following message:
“Connection failed
Your connection to the network has been lost.
Cannot connect to xbox live
Check your connection setting and try again”
I acknowledge message by pressing on A button
Note disappears from screen
Next I press on " Continue " with A button
Game take me to a “safe house” and instantly freezes-up
After a few seconds I am returned to the “Continue” screen.
I repeat the process:
I press on “Continue” with A button
Game take me to a “safe house” …this time everythin works fine and I can play.
This happens every time I start the game; after having turned off the console.

When I exit the game it should shut down.
It looks like the game doesn’t shut down; instead it reacts as if it has lost internet connectivity while in play.

The game needs to shut down on exit and reconnect to xbox live when the console is turned on.
