Those are just dead runners in the poitions of dead humans, these bodies have been there for an extremely long amount of time.

Huh… been playing the game since day one—been there a hundred times…
Either they were repositioned during an update or I never notice—both disturbing to me 
I’m not sure, but I think they were placed there with Landfall-Update.

They’ve been there since launch. The one sitting against the wall looks odd, though…
they look like that because of getting rammed by car or swedish tank. the dead bodys of runners on the ground gone run over swedish tank.
the ones are at staying dead from a wall the best info i thinked that there was an explosion that made that runner fly to an wall.
some of the runners on the ground looks impossible to be run over by swedish tanks, well its because it got killed by humans, they look so ripped apart because humans think they still alive.
(if you just listen some of audio logs you can realize theyre panicking, but not all audio logs.)
they probably got grenaded a few times
