When a second character is created in a second slot, game will always pick up where the first saved character left off. No way to start a new game with the newly created character.
This intended, the only way to start a new game is to delete all characters. Alternate characters are meant to be a way for players to try out alternate skill trees, perks etc. That being said, it’s been a heavily requested feature to change that. The devs have acknowledged this request as something many players want, so we’ll have to see what the future brings.
