When is Tatiana in that bunker? I’ve been trying to find the stealth camo worth no luck. I also haven’t completed Behind the Curtain. I’m not sure if that matters.

It matters. You’ll meet Tatiana during the final quest line that was introduced with the last content update.

There is also one in a warehouse at the IGA Industrial Facility (Bare Metal Paint Job) on the upper floor of the small office area.
