So on my world when it came out I played the new campaign and my game crashed right after I killed all 3 runners at the town near the start and my progress is locked at 2/3 runners killed because no enemies will spawn there and I have tried luring new enemies in but it never works.
Ok, seems to be softlocked. 
Now after the recent update you could try a new world with your existing character and try the mission again.
