Playing at high fps removes foot step sounds

And I guess that fps or frame timing in general is responsible for many other sounds disappearing.

Steps to reproduce:
Limit the fps via RTSS to 59 fps (or similar) suddenly produces foot step sounds everywhere in the game for me while I haven’t heard them in 99.5% of the whole game when not limiting my frame output.
