So I found out that the DLC’s i bought along whit the weapons packs to not work whit the physical copy of my game for some reasons even if the packs and DLC’s are bought and downloaded. And I feel like I will be force to buy the game in digital copy of GZ i do not know if it’s a bug of the physical copy of the game that cannot register that they had bought and downloaded or if it’s my consoles being a b#### or if I need to deleted all ma saves and other things from GZ and redo a full re-download of this game entirely which I don’t want to since i already did quite a lot on my game files and am like level 42-43 whit (maybe) all experimental weapons in my storage box.
Try the option to restore the licences.
Is your ps4 set to primary console?
And did you buy the dlcs with the same account you play with?
Idk what could be the reason, but at least me also started with the disc Version, bought dlcs and weapon packs, then GZ came to PS plus and I switched to digital version, bought more packs and never had issues with them. 
I even moved from ps4 to PS5 in the meantime.
And everything with the same account and the same savegame.
Well my console is alright my primary console since it’s the only ps4 i own and yes the DLC’S and the packs were bought whit my primary account too.
That doesn’t matter.
It’s a checkbox in the settings to it as primary console.

So if there is any issue with to which account Games or dlc are bound, this could help accessing everything you own. Maybe.
