Im also having an issue with the region level in the farmlands. all of my rival levels add up to something over 21 but the region level is only 15 and i cant figure out why.
Your region level is independent from summed up rival levels and only goes as far as level 25.
It’s a natural coincidence that the level of your rivals raises when your region level goes up, as killing machines in said region levels your region and the belonging rivals at the same time.
