So before the New Dawn update there was a bug where your game would constantly crash if you built on the very west end of Storskogen Control point. I am playing after the update to see if it was fixed
On Xbox the way around this was to sign in as someone else then switch back to your account this caused a few problems.

It would wipe you bases and respawn the Tutorial Fnix base

Reset your threat level and threat points

Reset tutorial messages
Now I’ve fram threat lvl back to 25 and barely any Rivals spawned in fact only one until I hit 25 Which is when I got a surprise from the reaper.
I suspect that the old rivals are still in the background of the game
