Seen it there time after time, but what’s the story with the prototype Runner standing at the coastline near the Broken pier at Kalkbrottet, looking over to the 3rd largest island?

Swimming lessons maybe? 
It seems every time I go after the two tanks at the relay beacon NW of Stenmyra they end up drowning themselves in the pond nearby. Wasted ammo and usually cant get to them to loot them. Funny when they think they can swim.
