Hey there! So I had this same issue, and couldn’t get it to work w/ any solution on here. In case there are others wondering how the heck to get past the barricade, here’s how I fixed it:

  1. I had started “The Hunter” side quest. Complete it first. To be safe you’ll probably want to complete whatever side quests you have.
  2. Go to the church. There should now be a red “main quest” marker by a little group of buildings near the road going to the church.
  3. Go to the spot the marker is at and look at the church through binoculars, or whatever else it tells you to do.
  4. You should now be able to move the barricade.
    It’s been a little while since I had to do this, so I might not have remembered it exactly, but it should work!

Yes, its possible that if you had not done the various steps of the mission (namely survey the church) then the prompt wont activate.
