Scope Vibrating?

For lack of a better description, when using a scope on a rifle (this is for PC with mouse and keyboard - I can’t speak for consoles and controllers), for some reason the first few seconds of being scoped in look like the scope is vibrating? It is quite irritating and I’m not sure what’s causing it or if it’s a bug or what. We have 2 gaming PC’s and both have this issue separately. Not sure what’s going on here, so some looking into this would be appreciated.

Xbox One - I have noticed that the initial zoom on a scope bounces away from where it was initially aimed. It was so annoying that I removed my ACOG (and any other scopes) from my assault rifles, SMGs, and shot guns.

Zooming in automatically aims away from where the weapon was pointed. Not sure if this is the same as you are experiencing.
