I would suspect that alcohol & tobaco laws prohibit their use in video games.
And other laws for not couraging young people to use them. After all the game is not K18.

Yes. Basically chewing tobacco. Different type and how its used. But same result as smoking.
IN my country snus is illegal tobacco product. And not sold here.
But is very common in Sweden.
