Stealthy skills and clothing mods doesn't work

Description: Something pushed me today to check if all of my ninja character skills and clothing actually do anything… and they don’t.
This character has both visibility reduction skills (-40%) and 4 clothing items (-35%). This combination should give significant and clearly noticeable lowering in detection by machines, but it doesn’t. From my perspective it makes my char. a little bit more visible to machines compared to a char. with no visibility skills/mods.

Steps To Reproduce: Make a completely stealthy character and compare to one with no visibility reduction skills/mods.

The standard character can get about 2-3m closer to the nearest runner before being detected.
