This is really a question for on Steam, but…
Many games on Steam have the so called “Trading Cards” that you can collect. There is no benefit, however, in doing so. But some people like to collect them. Basically it’s like businesses do when they give their shoppers things they can collect, in the hope they will keep buying with them.
When you collect a full set of Cards you get 100 XP which will help level up your Steam level.
You can collect a full set 5 times, for a maximum of 500 XP per game.
If you play a game that has trading Cards, you get a number of cards for free, just by playing the game. Usually half of the set. The other half you can buy on the Market, or trade with your friends, to get a full set.
When you get to a certain Steam level you become eligible for Booster Packs. These are a set of 3 random Cards of one of the games you own. The higher your Steam level the more often you get a free booster packet.
You can also create a booster packet yourself if you have enough Gems. Each collected Card is worth a number of gems. And you can turn in these cards for gems in your Inventory.
