Add a currency system, Local swedish money for example within the game. Findeble in bags, Furnature. Boxes. Etcetra.
Then add, Traders. Or computers from where you can order / Purchase items. Weapons. Clothing.
Weapons - Not cheap.
Items - Dependeble on what type of item.
Clothes - expensive.
Adding a player trading system, So players can deal with one another items, weapons / And probably share cosmetics even! - Since people appearantly stack the same cosmetics that you can’t rid off.
So there’s a way of value then instead of just finind a exceptional shotgun inside a box somewhere - There’s no worth to it. This way, Items have value. And you’re more careful knowing there’s a price on them, and how expensive it is to get them from a store / Computer store etc, whatever way these items may be sold.
Of course, these stores would need to refresh after a night to offer new things, and so forth!
