people that use tires as weights for weight lifting scare me 
why didn’t they just go to walmart & get some weight equipment
That’s the not yet fully described faction of the iron church.
I hope we’ll get some more lore about them, but who knows.

The iron church is part of the DLC, so would not be part of the base game, it may remain just lore.
Yeah, the structure is just found on himfjäll, but there are signs of the iron church faction at östervik, too, for example.
that church is kinda strange like the rocks & mountains collapsed around it long ago, , maybe built inside the cave, lots of work and effort to make that happen though, they were strong people, they weight-lifted tires, maybe they used a crane to lift construction supplies in and out of the cave
