As shown in the print and stated in the title it is not possible to build the companion station on the resistance base. I play on steam.

Shouldn’t this to be in the request section?
If a feature is not in the game, it isn’t immediately a bug. 
We see in the world map that the Companion Stations are rather scarcely placed. I think this is deliberately done. Perhaps for balancing reasons, making it harder to equip new armour and such. That’s possibly also the reason that we can’t build one.
Since this is not a bug, I’m closing this report.
