Same issue: Normal Lives mission single player on PC, - and I have an urgent appointment at the Houses of Parliament on 5th November, remember?
I can confirm that the November update fixed the issue!
You did have to pick the quest up again at the church, but then it was just a matter of travelling to the location, killing the last robot (unless the one I encountered there was a straggler…?) and pick up the final note.
All quests done!

I went there today. Still a machine in the ground. Couldn’t finish the mission. I have a screenshot on my Steam page. I was at 1/2 machines. The machine’s target in question is now in the middle of the cabins there.
