Vanguard perk acting weird

Description: Hello. I’m wondering how the Vanguard perk is meant to work. Before getting it I assumed it would cut 25% of the incoming dmg I take. Perhaps it also does works like that but a sideeffect is now I’m not taking any damage from ticks if I’m at 25%(19% with the 30% HP Perk) or below. Also just read a post in steam bugreports about someone not taking ANY damage from ticks even at 100% HP.

Steps To Reproduce: Invest skillpoint in the Vanguard perk and go find some ticks.

I can confirm this, had this vanguard skill now several days. And ticks dont do any damage, except those suicide ticks with explosives.
