Steps To Reproduce: Load up save file, walk out into the bunker complex, tactically shit pants in fear as two ticks launch themself at your face while you’re thinking you’re supposedly safe.
(Last step not required to reproduce bug, but accurately reproduces player experience…)

Thats what they said. No really, they said that…
Not only the enemies inside, but also all the ones you’ve killed before. Respawning at the first safe house and then progressing through the same path then all enemies have suddenly revived themselves, as invisible until they attack you.
A tad bit annoying, since as OP pointed out, a safe house is usually a place you don’t die or get attacked in. Or if you do take on the challenge, have to fight your way OUT.

They should. But the fact that they respawn all time you come back into the game shows me the developers screwed the game mechanics
Agree there is a real problem in the way the save function / idea of the game is
and its something they really have to fix …

Please fix enemies inside safe house when you re enter or even join into new game another day it’s supposed to be “safe”
For me, those ticks don’t do any damage, even when they self destruct so I just ignore them
