Neither, it’s a ruin Tower.
This is one of several spots in the game where we find civilians (probably Iron Church) doing experiments on the machines, but got killed by the radioactive fuel. If you’re wondering where the power to operate the Monitors and Radio dishes comes from, it’s unknown. It probably is Game magic.
