As it currently stands this is just another one of the many thought provoking set pieces scattered across Himfjall, but my personal belief is that this hatch is linked up to the inaccessible bunker door just near the area, with a destroyed tank and some dead apocalypse ticks.
I do wonder if some of these set pieces on Himfjall will be expanded on someday in the future maybe? There are quite a few of them.

When I found that hatch the body spawned in very late and led me to believe I found a secret entrance for 5 seconds…
