Why FNIX bases not spawning?

I’m currently playing in the forest region my Threat Level has been 25 my threat points are maxed out got eight Rivals. I only have one resistance base and there’s three FNIX bases and three bases that are neutral. the screen says I have one of four resistance bases what does that mean? Why won’t these other bases turn into enemy bases like they do in the farmlands? One of these control points has never turned into a FNIX base in the two years I’ve been playing this game. Now in the farmlands there’s also a couple spots that haven’t turned into enemy bases in a long while so how do I get the bases to turn from neutral? I had even turned the bases into resistance bases for a while and then scrapped them thinking that might help but it didn’t

I never go in for base assault or defense and I haven’t had any new bases spawn for about 12 months.

I assumed that there’s now a global maximum number of bases you can have, and when you reach that you can’t get anymore regardless of if you unclaimed bases available or not.

As far as I can tell from my experience, the game will leave the number of Resistance Bases that you can build in a region on ‘neutral’. In the Farmlands, for example, you can build up to 6 Resistance Bases. The game will apparently build FNIX bases until there are 6 neutral Control Points left. At least that is how it is working in my game: I have currently 5/6 Resistance Bases in the Farmlands. Once all Control Points except for one turned into FNXIX Bases, the remaining Control Point will stay neutral. It is the same with the Forest Region for me: I have 2/4 Resistance Bases, 2 neutral Control Points, all the other Control Points are FNIX Bases.
Just try this out: Destroy one FNIX base (then restart the game, just to be safe - see below), destroy some machines and after some time another FNIX Base will spawn.
I am fairly sure that the game would occupy all neutral Control Points in the past, but this changed with an update last year (I think).

On the other hand, it does help to exit and restart the game from time to time. Once a machine turned into a rival and/or an enemy base spawned, these mechanics seem to stop until the next start of the game.

back before they added Base Assault FNIX Bases to farmlands, and I had my forest region all filled with level 3 bases, one of the bases, the one closest to the soccer field use to act funny :dizzy_face: the base would spaz out, robots acted funny when in base, make funny noises from distance, funny things falling from sky, :milky_way: also gnome ticks were everywhere
