Worst POI or safe house?

Now every game has a good and bad Point Of Interest+save point but what is the worst?

In my opinion the worst POI is the gas factory. This is due to the scarcity of materials and general instreningness. Yes you can find the explosive bomb round recipe but other than that it is boring. It’s also found in the swamp region, an unlikeable region due to the marshes found dotted around the place with rarely any enemies.
