Xbox: No Starter Gear For New Character

Last night I played this game co-op with a friend on the xbox one. I just started a new character to play solo with and everything you find in the tutorial…pistol, flashlight etc… is not there for a new character to grab. Is loot random or are they meant to be there when you start a new character? Without a gun, you can’t survive, so what happens here? I wander around and just hope I randomly find a gun in a box I haven’t with my co-op character and hope I don’t die while doing so?

EDIT: Okay, so I found a pistol in a loot box in a car. It still would be nice if the tutorial items would spawn when you start a new character or if there was an option to reset the tutorial on a new character.

No the tutorial weapons med kits don’t respawn when start a new one but there is a klaucke and silencer on the shop outside of starting place other way is to farm weapons on other char then drop them at starting position so new can pick them up . I use second char as storage for weapons don’t use
