I have found that on Xbox one the collectibles are not spawning where they should be. I did have some other players that were here with me recently and I thought maybe they took it. So I quit and restarted and the area still has no collectible. 
Unfortunately, some collectibles have been moved after the devs have revamped certain locations, making the existing guides & YouTube videos redundant for some places.
Which particular collectible / location was it? Maybe someone can help?
