I’m at the location of the docks where 0/1 weapons aka Lvl 5 ak. The boat isn’t at the docks. Is this mission based or an update incident?
It is tied to a mission. The boat with the weapon won’t spawn unless the mission is in progess

No problem. The mission is Enemy of my Enemy. It’s a very late game quest. This link should have all the weapon locations and requirements for commonly sought after weapons.
