The placement of most loot boxes is individual, just like the loot in them. Some loot boxes do have fixed locations. This is best seen in MP. Make note where loot boxes are in your game and join MP game. Go to same POI and you should see some/most loot boxes in different locations at that POI.
I’ve tried jumping off the top and quickly looting it on the way down. Never got it to work

True. But someone must have dedicated those window sills to be potential loot spots.
“That” way you can loot machines that fell into deep water, though. You just need to get the loot screen up. It stays up until after your re-spawn.
