The game story does start with the player, a teenager, returning from a holiday. Easy to assume others on the island were also going to or from parties as the holiday comes to an end. Consider also there is a school the teenagers go to on the island and white is a school color. So the locals wear a lot of white to show support/spirit.

It’s in the (3rd) resistance newsletter lore that that building is identified as a school. So it’s not so strange you did not recognize it. You can’t have a look inside.
